William R. Blumer, J.D., LL.M (taxation), CELA is of counsel to the Wyomissing, Pennsylvania law firm of Kozloff Stoudt Attorneys. Bill’s practice focuses on elder law, estate planning, fiduciary litigation, guardianships and estate administration.

Bill currently chairs the Estate Planning and Elder Law Section of the Berks County Bar Association and is a past president of the Berks County Estate Planning Council.

Bill also is a past co-chair of PAELA’s Programming Committee and currently serves as PAELA’s President.

Bill chairs the board of directors for the Berks County Bar Foundation.  He is a past board chair of Easterseals, Eastern Pennsylvania and Berks Encore, a leading aging services organization in the greater Reading area. He was admitted to practice in 1990.
