William R. Blumer, J.D., LL.M (taxation), CELA is a shareholder in the Wyomissing law firm of Leisawitz Heller Abramowitch Phillips, P.C. where he focuses on elder law, estate planning, fiduciary litigation and estate administration.  He currently chairs the Estate Planning and Elder Law section of the Berks County Bar Association and is a past president of the Berks County Estate Planning Council.  Bill serves as the vice chair of Easterseals Eastern Pennsylvania and serves on the boards for the Circle of Life Coalition, the Berks County Bar Foundation and the Community Justice Project.  He was admitted to practice in 1990.
